OpenAI sells ChatGPT workspaces and a separate API platform. Connected tools now ship as plugins that bundle skills and MCP servers. This is how the pieces fit, based on OpenAI’s documentation as of September 2026.

A team that can own itWORKSPACE ROLLOUT
A ChatGPT Enterprise rollout crosses several boundaries: workspace access, connected systems, desktop and developer tools, the API platform and reporting. OpenAI’s admin guide treats each one separately, and so do we.
Set up SAML SSO, then SCIM so groups follow your directory. Custom roles can be assigned to groups, and an explicit Off in any role denies that permission.
Enable a focused set of plugins for a pilot group and start with read actions. Record the owner, permitted data, authentication method and removal contact for each connected service.
The Compliance API exports records to SIEM and eDiscovery tools, including conversations that used connected apps. Your own retention and legal-hold rules then apply to the exported data.
Making a plugin available does not grant access to records in the connected service. Each user still needs permissions there, so we test with a restricted account.
CUSTOM CONNECTORS (MCP)
In ChatGPT, a connected app is an MCP server. You test a custom server in developer mode, then package it as a plugin that workspace admins make available by role.
A user turns on developer mode under Settings, then Security and login, and adds the server URL in ChatGPT Plugins. On Enterprise and Edu, a workspace admin must grant developer-mode access first.
Public servers use Streamable HTTP over HTTPS, usually at /mcp. Servers with private data should implement OAuth 2.1 as the MCP authorization spec describes. ChatGPT supports dynamic client registration, client ID metadata documents and predefined clients.
OpenAI’s Secure MCP Tunnel runs a client inside your network that makes outbound HTTPS calls to OpenAI, so the MCP server needs no public listener. It supports private connections, not public plugin listings.
For connections that support Action control, admins can allow read-only actions or an approved set, and decide when ChatGPT asks before using a connection.
CHATGPT OR THE API
Both run OpenAI models, but they are different products with different owners, controls and bills. Choosing early avoids a rebuild later.
People work in a chat or task window, a person reviews the output, and plugins can reach the data they need. Admins manage everything in the workspace.
The AI step belongs inside your own portal, workflow or back-office system, or needs fixed inputs, outputs and tests. The Responses API can call your MCP servers directly and asks for approval before sharing data by default.
API access lives in an OpenAI API Platform organization with its own members, keys, usage and billing. A ChatGPT workspace role does not grant it.
OpenAI states that API data is not used for training unless you opt in. Abuse-monitoring logs are kept for up to 30 days by default, and eligible customers can apply for zero data retention or data residency.

No. AIONDATA is an independent consultancy, not an OpenAI partner. ChatGPT plans and API usage are billed by OpenAI, separately from our readiness, configuration, MCP integration and training work.
